Non-Resident Services Plan Scenario 5: Student on Non-Resident Services Plan moves into St. Louis County, attending public or non-public school as a resident, requires IEP or SP (Current Phoenix Status is "Active (Non-Resident Services Plan)")
This scenario is for a student who currently receives services through an NRSP but has moved into St. Louis County as a resident, a new IEP or SP is required.
Student on a Non-Resident Services Plan moves into St. Louis County and is attending a public or non-public school as a resident, requires an IEP or SP; end NRSP, add IEP or SP (Current Phoenix Status is “Active (Non-Resident Services Plan)”)

Case Manager or SPED Coordinator | Submit a ticket to the Technology Service Desk through the Phoenix section of the Service Desk Portal (select Phoenix/ESI help) or by email using your SSD email account, indicating the student is now a resident of St. Louis County and will no longer be receiving services through a Non-Resident Services Plan (include Student Number and the last date student will receive services through the NRSP). |
SEIMS Department | Revise the Scheduled Date of the Non-Resident Services Plan event using the last date the student received services through the NRSP, if known, or the date completing the event. |
Open the Non-Resident Services Plan event. | |
On the Non-Resident Services Plan Decision form, select “Student no longer receiving services through Non-Resident Services Plan”. | |
Complete Comments section indicating the student is now a resident of St. Louis County and will receive services through an IEP/SP. | |
Save the form. | |
Lock the Non-Resident Services Plan event. | |

If the Phoenix Status is “Withdrawn (Non-Resident Services Plan)” and the ESI Status is “Exited”, create a Transfer event using a date after the Actual Date of the current NRSP as the Scheduled and Due Dates. If the Phoenix Status is “Active (Non-Resident Services Plan)” and/or the ESI Status is “Active”, submit a ticket to Technology Services to have the student exited correctly. The SEIMS Department will exit the student then notify Intake to start the transfer process. | |
Notify the SPED Coordinator the Transfer event is ready to be completed. | |

NOTE: The Notification of Meeting - Annual IEP (Transfer) and Annual IEP (Transfer) events are created when the Transfer event is locked. If the student previously received services through an IEP in Missouri the Annual IEP (Transfer) is the correct event and the Case Manager may proceed with the IEP. If the student has never received services through an IEP in Missouri, an Initial IEP and Parent Consent for Initial Services are required. Submit a ticket to the Technology Service Desk through the Phoenix section of the Service Desk Portal (select Phoenix/ESI help), or by email using your SSD email account, to have the Notification of Meeting - Annual IEP (Transfer) and Annual IEP (Transfer) deleted then the Notification of Meeting - Initial IEP, Initial IEP, and Parent Consent for Initial Services events created. If an SP is required, submit a ticket to the Technology Service Desk through the Phoenix section of the Service Desk Portal (select Phoenix/ESI help), or by email using your SSD email account to have the Notification of Meeting-Annual IEP (Transfer) and Annual IEP (Transfer) events deleted and the correct SP event created. | |

Contact the Technology Service Desk through Phoenix section of the Service Desk Portal (select Phoenix/ESI help), or by email using your SSD email account for assistance if you need a different type of IEP. If an SP is required, submit a ticket to the Technology Service Desk through the Phoenix section of the Service Desk Portal (select Phoenix/ESI help), or by email using your SSD email account to have the Notification of Meeting - Annual IEP (Transfer) and Annual IEP (Transfer) deleted then the correct SP event created. |
