Parent Consent-Initial Services - IEP Event

Event information

The Parent Consent-Initial Services-IEP documents the parent’s response for Special School District to provide special education services. The event is created, along with the Initial IEP event, at the same time as the Initial Eligibility Event.  

If the student is found not eligible for special education services during the Initial Eligibility conference, the student is exited when the Initial Eligibility Event is locked. The Initial IEP, Notification of Meeting, and Parent Consent- Initial Services-IEP Events are deleted by Phoenix.

It is extremely important that the Initial IEP event is NOT locked before the signed Parent Consent-Initial Services Prior Written Notice is received from the parent. If an error appears in the locked Initial IEP, the error cannot be addressed in an IEP Correction event until after the Parent Consent-Initial Services event has been completed and locked.. This can be an issue if the parents request a change to the IEP before they will sign for consent. After receiving and documenting the parent's response to the Consent for Initial Services Prior Written Notice, the Initial IEP can be locked. The Initial IEP Event must be locked before the Parent Consent-Initial Services event can be locked.


Correct locking sequence

  1. Initial IEP is held and Parent Consent-Initial Services Prior Written Notice is provided to the parent.

  2. The PWN is received from the parent.

  3. Enter Parent response information in Phoenix.

  4. If consent is received, lock Initial IEP event.

    1. The status of the Initial IEP is PENDING.

  5. Lock Parent Consent-Initial Services - IEP event.

    1. If the Initiation Date of the Initial IEP is in the future, the IEP status is PENDINGACTIVE.

    2. If the Initiation Date of the Initial IEP is the day the Parent Consent-Initial Services-IEP event is locked, or in the past, the IEP status is ACTIVE.

When both the Initial IEP and the Parent Consent-Initial Services-IEP are locked the following occurs:

  • The student's status becomes Active (Special Ed)

  • The Initial IEP status is PENDINGACTIVE if the Initiation Date is in the future, or ACTIVE if the Initiation Date is in the past. 

  • The Notification of Meeting-Annual IEP and Annual IEP are created

  • The Annual IEP is due 364 days from the Meeting Date of the Initial IEP

Until both events are locked the Initial IEP remains in PENDING status.
