This page answers questions frequently asked about the Non-Resident Services Plan (NRSP).

What is the Non-Resident Services Plan and how do I know if a student should have a Non-Resident Services Plan instead of an IEP?

The Non-Resident Services Plan (NSRP) is for students eligible for special education services whose residence is outside of St. Louis County; however, they are attending a public school in St. Louis County. The student receives services much like an IEP; however, without parental rights for the IEP process. Parents retain rights related to the evaluation process which is the same as for students with an IEP.
Students on a Non-Resident Services Plan are typically students whose parents are employees of, or are SSD Employees working in, the St. Louis County school district in which the student is attending.
Note: This does not include students whose parents are paying tuition for their child to attend a St. Louis County public school.

How is the NRSP different from an IEP?

The NRSP includes most of the same forms used for an IEP. However, because there are no parental rights for the IEP process, the Prior Written Notice and Transfer of Rights forms are not included in the document.

Is a Prior Written Notice – Initial Placement required prior to implementing the services documented in the Non-Resident Services Plan?

No.
A Non-Resident Services Plan is a plan for eligible students who reside outside of St. Louis County; however, they are attending a public school in St. Louis County. The student receives services much like an IEP; however, without parental rights. This means parent/guardian written consent is not needed for such action.

Is there a difference between an Initial NRSP and an Annual NRSP?

No.
The same document is used for all NRSPs.

How is a Reevaluation completed for a student on a Non-Resident Services Plan?

Reevaluations are completed in Phoenix following the same process used for students with an IEP or Services Plan. The Reevaluation Due Date can be viewed on the student’s CRF table. On the student’s profile select Program Summary>Special Ed. In the upper right corner of the Summary section click the CRF link. Reminder: Students with NRSPs do not appear on any meetings due reports in Power BI.

Is a Disciplinary Documentation Event completed if a student on a Non-Resident Services Plan is suspended?

No.
Even though the student receives services as they would with an IEP they have no Due Process rights and no protections under the discipline sections of IDEA.

Phoenix and the NRSP

Where can I look in Phoenix to determine if a student is on a Non-Resident Services Plan?

Open the student’s profile in Phoenix and select the Summary link. In the Program Snapshot, the Program Status of ‘Active (Non-Resident Services Plan)’ indicates a student is receiving support through a Non-Resident Services Plan.

Where do I go in Phoenix to view the student’s current NRSP?

  1. Open the student’s profile in Phoenix.

  2. Click the Events link.

  3. On the Locked Events panel locate the current NRSP event.

  4. Click the hamburger menu and select View>Non-Resident Services Plan.

  5. The PDF opens in a new window or tab.

  6. The PDF toolbar can be used to print or save a copy.

Where can I find the Due Date of the new NRSP in Phoenix?

Open the student’s profile and click the the Events link. The Due Date of the next NRSP can be viewed on the Scheduled Events panel.

Students with NRSPs do not appear on any Case Manager reports in Power BI, including Meetings Due.

Is the NSRP completed in Phoenix?

No.
The NSRP is completed on a fillable PDF which is downloaded from this page. When completed it is sent to the Technology Service Desk via an email or in a ticket. The SEIMS Department attaches the PDF to the Non-Resident Services Plan event they create in Phoenix. When the event is locked a new event is created with the due date for the next NRSP.

Do I assign providers in Phoenix for the student’s goals or services?

No.
Providers are not assigned for NRSPs in Phoenix and services provided to students receiving support through a NRSP will not appear on caseload information or in any Phoenix reports.

Where do I find the NRSP form?

The Non-Resident Services Plan (NRSP) is a fillable PDF completed by the student’s teacher. The file, along with other support documents for the NRSP, is downloaded from the Non-Resident Services Plan Information and Forms page.

After downloading, save the file to your desktop. Complete the plan, then save it using the student’s SSD Student Number.

Do I need to download and fill out a new NRSP form each time I complete one?

Yes.
A new NRSP form should be downloaded and completed each time you complete a new plan. Downloading each time ensures you are using the current form which is compliant with the procedure. The current form is downloaded from here.

What do I do with the form once it is completed?

After completing and saving the file, attach it to an email using your SSD email account and send it to technologyservices@ssdmo.org or attach it to a Service Desk ticket created in Phoenix section of the SSD Help Center. Select Create Event then drag the PDF file to the ticket.

After receiving the file, the SEIMS team will complete the NRSP event in Phoenix and attach the PDF.

NRSP Progress Reports

How do I complete Progress Reports for a student receiving support through an NRSP?

Progress Reports for students receiving support through an NRSP are downloaded from this page. There are multiple files available, each for a different number of goals (from 1-6, multiple files can be downloaded if the student has more than 6 goals).
The Progress Reports should be completed and provided to the parent at the same time reports are completed for students on IEPs. The same file can be used each time reports are completed as there are eight reporting periods available. The reports are not sent to Technology Services until a new NRSP is completed.
When a new NRSP is completed and all reports have been completed for the current NRSP, all completed progress reports should be sent to the Technology Service Desk via email at technologyservices@ssdmo.org or in a ticket created in the Phoenix section of the SSD Help Center. Select Phoenix/ESI help then drag the PDF file to the ticket. They will be attached to the student’s record in Phoenix. The reports should not be sent at the end of each reporting period – only when a new NRSP is completed.

What do I do if a student has a current IEP or SP but now requires an NRSP?

Download, complete, and save the NRSP. Send the completed file to the Technology Service Desk. The SEIMS Department will complete the required process in Phoenix to reflect the student’s correct status.

Scenario: Changing from an IEP to a Non-Resident Services Plan

What do I do if a student is on a Non-Resident Services Plan but has now moved into St. Louis County and requires an IEP or SP?

If the student has moved into St. Louis County and now requires an IEP or an SP, contact the Technology Service Desk via email or through the portal. The SEIMS Department will use the NRSP event in Phoenix to exit the student. A representative from the partner district or non-public school will then contact the Intake Department to transfer the student into SSD.

Scenario: Changing from a Non-Resident Services Plan to an IEP or SP

What do I do if a student on a Non-Resident Services Plan no longer attends a public school in St. Louis County (graduated, returned to home county, transferred to a private school, moved out of state, etc.)?

If the student no longer attends a public school in St. Louis County, contact the Technology Service Desk via email at technologyservices@ssdmo.org or through a ticket created in the Phoenix section of the SSD Help Center > Phoenix ESI help. The SEIMS team will complete the NRSP event in Phoenix indicating the student no longer receives services through a Non-Resident Services Plan. When the event is locked, the student will be exited.

What do I do if a student on a Non-Resident Services Plan no longer requires Special Education services?

If the student no longer requires special education services, the Case Manager follows the same process followed for a student with an IEP who no longer requires Special Education services. The Case Manager completes a Reevaluation indicating the student does not continue to show evidence of the disability (do not lock the Reevaluation event) then contacts a School Psychologist or SLP to complete the event and the report to be sent to the parent. When the Reevaluation is locked by the School Psychologist or SLP, the student is exited.
