Information

The Non-Resident Services Plan is used for students eligible for special education services who reside outside of St. Louis County; however, they are attending a public school in St. Louis County. The student receives services much like an IEP; however, without parental rights for the IEP process. Parents retain rights related to the evaluation process which is the same as for students with an IEP.  

Students on a Non-Resident Services Plan are typically students whose parents are employees of, or are SSD Employees working in, the St. Louis County school district in which the student is attending.

Note: This does not include students whose parents are paying tuition for their child to attend a St. Louis County public school.
