Event Attachment Deletion Error

Fixes the issue that caused an error when attempting to delete an attachment.

Navigation Is Not Updating When Opening Event from QuickView and Another Event is Open in the Content Area

The fix now allows users when using QuickView to navigate between events. Information will now accurately update in the new event that's opened.

Target # and Baseline # displaying incorrectly

Fixes a bug where goals ending in 0 would display incorrectly on the screen in the staff view and on Program Summary > Special Ed.
