The Non-Resident Services Plan (NRSP) is for students eligible for special education services who reside outside of St. Louis County; however, they are attending a public school in St. Louis County. The student will receive services much like an IEP; however, without parental rights for the IEP process. Parents retain rights related to the evaluation process, which is the same as for students with an IEP. 

Students receiving services through a Non-Resident Services Plan are typically students whose parents are employees of, or are SSD Employees working in, the St. Louis County school district in which the student is attending.

Note: This does not include students whose parents are paying tuition for their child to attend a St. Louis County public school.

Non-Resident Services Plan Process

The Non-Resident Services Plan (NRSP) is not completed in Phoenix. It is a fillable PDF which is downloaded from the Downloadable NRSP Files section below. After the document is completed and saved it is sent to the Technology Services Service Desk. Once received the PDF is attached to the student's record in Phoenix by the SEIMS Department.

  1. Use the link below to download and save the Non-Resident Services Plan file to your desktop.

  2. Complete and save the PDF form using the SSD Student Number as the file name.

  3. Open the Phoenix section of the SSD Help Center 

    1. Select Create event.

    2. Complete the ticket information

    3. Drag the completed PDF to the Attachment box.

    4. Click Create.

    5. Information about the ticket is sent to your SSD email.

  4. The completed PDF can also be attached to an email (using your SSD email account) and sent to technologyservices@ssdmo.org

  5. Progress Reports:

    1. Download the appropriate Progress Report file below.

    2. Complete Progress Reports as scheduled (when all other reports are completed). Do not send them to the Technology Service Desk until a new NRSP is written.

    3. When a new NRSP is completed and sent to the Technology Service Desk, also send the completed Progress Reports for the previous NRSP.

SEIMS Department (Technology Services)

  1. After receiving the file, a Non-Resident Services Plan event is created, completed and locked in Phoenix by the SEIMS Department staff.

  2. The completed NRSP and Progress Reports are attached to the student's record in Phoenix.


What does the NRSP look like in Phoenix?

  • The student's status in Phoenix is Active (Non-Resident Services Plan).

  • A Non-Resident Services Plan event appears under Scheduled Events with a due date 364 days from the meeting date of the current plan. This event is completed by the SEIMS team in the Technology Services Department.

  • The Reevaluation Decision event appears on Scheduled Events with the due date as calculated from the previous evaluation (Reevaluation Due Date minus 105 days).

  • Reevaluations are completed following the same timeline and process as students on an IEP or Services Plan. This event is completed in Phoenix.

  • The current Non-Resident Services Plan can be viewed on the Events page of the student's profile in Phoenix.

    • On the Locked Events panel, click the hamburger icon for the plan you wish to view.

    • On the menu select View Attachments. The Attachments window opens.

    • Locate the file then click the Attachment icon on the left side.

    • The PDF downloads to your computer's downloads location.

    • Click Close to close the Attachments window.

  • NRSP progress reports, if provided by the teacher, are viewed by opening the Logs page on the student's profile in Phoenix. 

    • Open the Student Profile>Logs

    • Select the Attachments icon

    • The file downloads to your computer

This file was updated on March 1, 2022. Please delete any previously saved blank files.

The PDF file must be downloaded and opened using Acrobat Reader or Acrobat DC (Professional) before it can be edited or saved.

  1. Select the link for the Non-Resident Services Plan Fillable PDF. 

  2. The file opens. 

  3. Select the download icon to download the file, or use the ‘Open in Acrobat’ button if available to launch Acrobat Reader or DC.

  4. If you selected to download the file, locate the file and open it.

  5. Save the file using the student’s SSD Student ID as the file name.

NRSP Progress Reports

When a new NRSP is completed, all progress reports for the previous NRSP should be sent to the Technology Service Desk to be attached to the student's record in Phoenix. The reports should not be sent after each reporting period but only one time when a new NRSP is written.

The Progress Reports files can be downloaded and saved on your computer. Each report includes 8 reporting periods which allows the same form to be used for the entire NRSP cycle.
