Event information

The Non-Resident Services Plan (NRSP) is for students eligible for special education services who reside outside of St. Louis County; however, they are attending a public school in St. Louis County. The student will receive services much like an IEP; however, without parental rights for the IEP process. Parents retain rights related to the evaluation process.  

Students who should be on a Non-Resident Services Plan are typically students whose parents are employees of, or are SSD Employees working in, the St. Louis County school district in which the student is attending.

Note: This does not include students whose parents are paying tuition for their child to attend a St. Louis County public school.

The Nonresident Services Plan is not completed in Phoenix. It is a fillable PDF which is downloaded from the Non-Resident Services Plan Information and Forms page.

Step-by-step guide

Follow the steps below to complete this plan and have it attached to the student's record in Phoenix:

  1. Download the Non-Resident Services Plan PDF and save it to your desktop.

  2. Complete and save the PDF form using the SSD Student Number as the file name.

  3. Open the SSD Help Center

  4. Select Technology Services.

  5. Select Phoenix/ESI under Common Requests.

  6. Select Create event.

  7. Complete the ticket information.

  8. Drag the completed PDF to the Attachment box.

  9. Click Create.

The completed PDF can also be attached to an email (using your SSD email account) and sent to technologyservices@ssdmo.org 

Service Desk

  1. When the completed PDF is received by the Service Desk, a Non-Resident Services Plan event will be completed and locked in Phoenix by the SEIMS Department staff.

  2. The SEIMS Department will attach the PDF of the NRSP to the student's Non-Resident Services Plan event in Phoenix.


What does the NRSP look like in Phoenix?

  • The student's status in Phoenix is Active (Non-Resident Services Plan).

  • A Non-Resident Services Plan event appears under Scheduled Events with a due date 364 days from the meeting date of the current plan. This event is completed by the SEIMS team in the Technology Services Department.

  • The Reevaluation Decision event appears on Scheduled Events with the due date as calculated from the previous evaluation (Reevaluation Due Date minus 105 days).

  • Reevaluations are completed following the same timeline and process as students on an IEP or Services Plan. This event is completed in Phoenix.

  • The current Non-Resident Services Plan can be viewed on the Events page of the student's profile in Phoenix.

    • On the Locked Events panel, click the hamburger icon for the plan you wish to view.

    • On the menu select View Attachments. The Attachments window opens.

    • Locate the file then click the Attachment icon on the left side.

    • The PDF downloads to your computer's downloads location.

    • Click Close to close the Attachments window.


Important Notes regarding the Nonresident Services Plan

  • Reevaluations are completed following the same timeline and process as students on an IEP or Services Plan. This event is completed in Phoenix.

  • Providers are not assigned for these plans in Phoenix and services provided to students receiving support through a NSRP will not appear on caseload information pulled from Phoenix.

  • Students receiving support through a Non-Resident Services Plan will not appear on any reports generated in Phoenix.

  • A Non-Resident Services Plan is NOT the same as a Services Plan in Phoenix. A Services Plan (SP) documents services being provided to students who attend a non-public school in St. Louis County and receive services through SNAP (Special Non-Public Access Program).

Note

Students receiving support through a Non-Resident Plan will not appear in Phoenix reports. Due dates for annual meetings and Reevaluations must be monitored at the building level.


Ending a Non-Resident Services Plan

A Non-Resident Services Plan must be ended if the student no longer requires Special Education services, no longer attends a public school in St. Louis County, or if the student moves into St. Louis County and is attending a public or non-public school as a resident.

Student no longer requires Special Education services

  • The Case Manager follows the same process followed for a student with an IEP who no longer requires Special Education services. The Case Manager completes a Reevaluation indicating the student does not continue to show evidence of the disability, then contacts the School Psychologist or SLP for assistance with completing the report to be sent to the parent.

Student no longer attends a public school in St. Louis County (graduated, returned to home county, transferred to a non-public school, moved out of state, etc.)

  • Case Manager contacts the Technology Service Desk via the SSD Help Center or email

    • The SEIMS Department completes the Non-Resident Services Plan event indicating the student no longer receives services through a Non-Resident Services Plan

    • The SEIMS Department locks the event

    • The student is exited

Student moves into St. Louis County and is now attending a public or non-public school as a resident. If the student will continue to receive Special Education services an IEP or SP is required.

  • Case Manager contacts the Technology Service Desk via the SSD Help Center or email.

    • The SEIMS Department completes the Non-Resident Services Plan event indicating the student no longer receives services through a Non-Resident Services Plan

    • The SEIMS Department locks the event

    • The student is exited

    • A representative from the partner district or non-public school contacts the SSD Intake Department

    • The SSD Intake Department creates the Transfer Event

    • The Transfer Event is completed and locked by the designated staff

    • After the Transfer Event is locked, the Case Manager convenes the IEP or SP meeting
