Plan Dates
This article assists users when completing the form.
The term “Plan” in Phoenix refers to an IEP or SP. They are interchangeable terms. The Plan Dates are the dates the IEP/SP is in effect. The IEP/SP begins on the Initiation Date and ends on the IEP/SP End Date (the Projected Annual Due Date of the next IEP).

Plan Dates Information
The Plan Dates are first entered by the system based on the Scheduled Date of the event. Before the Notification of Meeting has been completed, this will be the original Scheduled/Due Date for the IEP/SP. After the NOM has been completed, Plan Dates should align with the Meeting Date on the Notification of Meeting.
If a new Notification of Meeting is completed with a new Meeting Date, the Plan Dates must be revised manually by the user so they are accurate.
The dates must be reviewed and edited if necessary before locking the IEP, or the Initiation, Service, Goal, and Classroom Accommodation dates will not be accurate.
The Plan Dates are automatically entered on the Classroom Accommodations, Goal, and Services screens as the Begin and End Dates. If the Plan Dates are changed after classroom accommodations, goals, and services have been entered, the matching dates on those screens are automatically changed by Phoenix when the revised Plan Dates are saved.
Important reminder: Before locking the IEP, always review the Plan Dates and check the box confirming the dates entered are accurate. The IEP cannot be locked if the box is not checked.
If an IEP Event is opened before the Notification of Meeting (NOM) is completed and saved, the Plan Dates are based on the original Scheduled Date of the event, not the Meeting Date entered on the NOM. The Plan Dates must be checked for accuracy before locking, or the initiation, service, goal, and classroom accommodation dates may not be accurate.
Completing the Plan Dates Form
Review the Start and End Dates for accuracy based on the IEP Team decisions. Edit the dates as necessary.
When the dates are correct and meet the rules stated on the form, check the box to confirm.
Save
Begin Dates
The Initiation Date is when the IEP or SP begins and the Plan (IEP/SP) becomes active in Phoenix. Until this date, the previous IEP or SP is the active Plan (IEP), and all data/reports will be based on that IEP/SP.
For an IEP, the date auto-fills as 10 days after the Meeting Date the first time the event is opened.
For an SP, the date auto-fills with the Meeting Date.
It can be the same as or later than the Meeting Date (in the grey box).
It should only be beyond 10 days after the Meeting Date in rare situations (i.e. ECSE or an Initial IEP when awaiting parent consent).
For students in grades K – 12, it should be on, or no more than 10 days after, the IEP Meeting Date. Per DESE, no undue delay can occur in providing special education and related services to the student. If a delay is necessary, the reasons must be documented.
It does not update when the Meeting Date is changed on the NOM. It must be manually updated.
If it is before the Meeting Date, the IEP or SP will not lock.
The Service/Goal Start Date is when the student’s services and goals begin. This date auto-fills as the Begin Date on all classroom accommodations, goals, and services.
For an IEP, the date auto-fills as 10 days after the Meeting Date the first time the event is opened.
For an SP, the date auto-fills with the Meeting Date.
It does not update when the Meeting Date is changed on the NOM. It must be manually updated so it matches the Initiation Date.
It must be the same as the Initiation Date, or the IEP or SP will not lock.
The Meeting Date is the date the meeting is scheduled. It auto-fills with the Meeting Date from the Notification of Meeting or the Scheduled Date from Scheduled Events if the NOM has not been completed. It is not editable on the Plan Dates Screen. It can only be changed by editing the Meeting Date on the Notification of Meeting.
End Dates
The IEP/SP End Date is when the IEP or SP ends. It does not update when the Meeting Date is changed on the NOM. It must be manually updated so it matches the Projected Annual Due Date.
The Service/Goal End Date is when the student’s services and goals will end. This date auto-fills as the End Date on all classroom accommodations, goals, and services. It does not update when the Meeting Date is changed on the NOM. It must be manually updated so it matches the Projected Annual Due Date.
The Projected Annual Due Date is when the next Annual IEP or SP will be due. It is 364 days after the Meeting Date and is not editable. It does update when the Meeting Date is changed on the NOM. The other end dates must match the Projected Annual Due Date, or the IEP will not lock.
NOTE: The Projected Annual Due Date is always 364 days after the Meeting Date and cannot be changed even if the student will graduate before that date. Once students graduate, they are no longer eligible for special education services, and all services end when the student is exited from Phoenix. If the Meeting Date is changed on the NOM, the Projected Annual Due Date (in grey) will automatically update based on the new Meeting Date, but the other End Dates must be updated by the user.
Individual classroom accommodations, goals, or services that will start later than the Initiation and Service/Goal Start Date or end earlier than the IEP/SP End Date and Service/Goal End Date can be changed by editing the Begin or End date(s) for the individual accommodation, goal or service.
If the Plan Dates do not comply with the program rules, the IEP or SP will not be able to be locked. Error messages will appear telling you which dates are incorrect and how to correct them. If you change the End Dates, be sure to check the Begin Dates. If the End Dates are wrong, the Begin Dates probably are as well. If errors continue to appear, contact the Service Desk for assistance.
